Session Two of the 26th Legislature runs January 19-April 18, 2010.

The House passed the operating and mental health budgets this week.  The budget authorizes $34.1 million less than the governor's amended FY 11 spending plan, with a 10-percent across the board cut to state agency travel.  The budget moved to the Senate authorizes $5.1 billion in state general funds and $1.93 billion in federal funds.  Expenditures for an in-state gas pipeline and legislation still under consideration were not included in the budget.

 

Included in the House spending plan is a $3.0 million allocation to the Governor’s Office for the Domestic Violence Initiative, $600.0 for early childhood education and a restoration of 50% of the dollars needed for the Bring the Kids Home Initiative.

HB 6, Cruelty to Animals, sponsored by Lynn was heard in S JUD on the 10th.  The bill was amended to include elements of SB 214, Cruelty to Animals sponsored by Wielechowski and advanced to RLS.

 

HB 316, Post-Conviction DNA Testing; Evidence sponsored by the Governor, passed JUD and was referred to FIN.

 

HB 327, Controlled Substances/Dextromethorphan sponsored by Johansen passed JUD and received an additional referral to FIN.

 

HB 400, Violent Crimes Emergency Compensation sponsored by STA passed STA and was referred to FIN.

 

HB 409, Campaign Expenditures sponsored by STA passed STA and was referred to JUD.  The bill also picked up a FIN referral.

 

HCR 20, Sexual Assault Awareness Month sponsored by Fairclough passed the House and was referred to S STA.

UPCOMING EVENTS:

2010 Women's Summit, to be held March 18 & 19 in Juneau The theme for this year is Interpersonal Violence in Alaska: Why Alaska Ranks at the Top and Strategies for Success.  Please join keynote speaker, Rebecca Levenson, Senior Policy Analyst with the Family Violence Prevention Fund (FVPF), as we discuss innovative approaches to addressing the issue of interpersonal violence in Alaska

A nationally recognized speaker, she has worked extensively in the area of reproductive and perinatal health within community clinics and home visitation programs for the past 15 years.  Currently Ms. Levenson is a co-principal investigator for an NIH funded research study, examining the effectiveness of a brief intervention for victims of pregnancy pressure, birth control sabotage and violence in reproductive health settings.  She will share findings from this research and evidence based solutions for addressing the issue.
