Content:The bill provides for post-conviction
DNA testing when there is a reasonable probability that the testing would
produce evidence that could conclusively establish that the applicant is
innocent; addresses retention of physical evidence and biological material in
homicide, sexual assault, and abuse cases, and provides standards that may vary
according to the community and the law enforcement resources of that community;
includes a procedure in which a law enforcement agency, after giving notice to
all parties, may dispose of physical evidence and biological material if there
is no objection to the disposition. In addition to keeping evidence so that it
may be used at a later date, law enforcement and other agencies, such as courts
and prosecution offices, must safeguard it so that it is useful for possible
future testing.The bill authorizes the
establishment of a task force to include law enforcement, prosecutors, the
court system, a representative from the crime laboratory, and the medical
examiner to develop policies and procedures for maintaining evidence in a way
that will protect and safeguard against tampering or degradation. Standards for
evidence collection and retention will be established as well.
Content:defines
the governor's duty station as the location where the governor spends the major
portion of time assigned to fulfill the duties of the office, which is
considered to be Juneau;
prohibits a lodging allowance when staying in the governor's personal residence
while in travel status away from the governor's designated duty station

The Governor announced appointment of two District Court
Judges this week.Paul E. Olson of Anchorage was appointed
to the Anchorage District Court, and David L. Zwink of Wasilla was appointed to
the Palmer District Court.Alaska’s District Courts
have jurisdiction over state misdemeanors and violations of city and borough
ordinances. They may also hold preliminary hearings in felony cases, try civil
cases valued at less than $100,000 and small claims cases valued at less than
$10,000, hear domestic violencecases, and issue summonses, arrest warrants and search warrants.

Levenson, Senior Policy Analyst with the Family Violence Prevention Fund (FVPF), as we discuss
innovative approaches to addressing the issue of interpersonal violence in Alaska.
A nationally recognized speaker, she has worked extensively
in the area of reproductive and perinatal health within community clinics and
home visitation programs for the past 15 years. Currently Ms. Levenson
is a co-principal investigator for an NIH funded research study, examining the
effectiveness of a brief intervention for victims of pregnancy pressure, birth
control sabotage and violence in reproductive health settings. She will
share findings from this research and evidence based solutions for addressing
the issue.

trafficking and sexual violence in Alaska, new ways to educate teenagers
about interpersonal violence, legislative visits, a networking lunch with
